Ladies and Gentlemen,
Here is your advance copy of the latest edition of the PENS Bulletin about to be released. There currently are 3680 people receiving the PENS Bulletin directly from us. Please continue to share this information with your communities as we need to make an effort to reduce the incidents of Entering Autos in the precinct. As you can see, open garages and vehicles with valuables inside continue to be a problem.
In addition, I have been working with Karen Hallacy and Heather Rees in establishing a relationship between PENS and the PTSA ( OK, they've done most of the work). We're hoping to expand our numbers through that resource. Thanks go out to Karen and Heather for their efforts.
PENS Bulletin
Ladies and Gentlemen, here is a summary of trends that we are seeing in your area. Be sure to check your PENS Web site for reports and details.
I have recently learned that there are some citizens receiving our PENS bulletins who don't know what police beat they live in or how to obtain that information. In the East Cobb Precinct- Precinct Four, the beats are numbered 410 thru 417.
That information can be obtained at this location-
Please remember that beginning October 1st you may start the registration process for your alarm system. All alarm users, home and business in unincorporated Cobb County, must have their alarms registered before December 31st.. Please do not attempt to register prior to October 1st. All necessary information for this process will be provided through various means when appropriate.

Open garage doors continue to be a problem-

09/13/08 10:00 to 15:00 hrs- Karls Gate Dr (Princeton Lakes)- victim said his wife left their garage door open. He later discovered a pancake style air compressor missing.
09/13/08 02:12 hrs- Flyway Dr- garage door left open providing access to the unlocked entrance door. Suspect entered the house and took a purse and a Macintosh laptop computer. Suspect then stole the car from the garage- 2001 tan Honda Accord. Victim was home and heard some walking on the main floor but dismissed it believing it was his daughter.
09/12/08 17:20 to 17:22 hrs- Mill Pont Ct (Grist Mill)- victim was at home when he observed a white male running out of his garage with his leaf blower. He observed the suspect get into a light blue Jeep Cherokee, driven by a second white male, and speed away- tag unavailable. Both suspects are described as being in their teens.

09/14/08 14:00 to 16:30 hrs- 3499 Robinson Rd (Fullers Park)- vehicle left unlocked at the park with a purse sitting on top of the center console in plain view. Victim discovered her purse missing when she returned from the baseball game.
09/14/08 14:00 to 16:30 hrs (Fullers Park)- passenger window shattered. Wallet, cell phone, iPod left in plain view were taken. This vehicle was parked next to the above vehicle
09/14/08 14:00 to 16:30 hrs- 3499 Robinson Rd (Fullers Park)- passenger window shattered. Purse in view taken. This vehicle was parked next to the above two vehicles. Victim observed a suspicious black or dark blue 2000 model Pontiac with Michigan tag parked in the parking lot and was occupied by black male
09/14/08 10:00 to 11:29 hrs- 3322 Roswell Rd (East Cobb Park)- passenger window shattered. Purse in plain view taken. A witness advised they had observed a black sedan with out of state tag park next to the victim's vehicle. The vehicle was occupied by a light skinned black male with tattoos and a black female, both in their twenties. She found it suspicious that both subjects were walking around the parking lot but neither went into the park.
What you and your neighbors can do-
If citizens could make it a habit to keep their garage doors closed and remove everything of value from their vehicles, the majority of the theft related crimes in East Cobb would disappear.
Unofficial crime analysis of Entering Auto reports for August suggests that 98.7% of the 77 incidents reported involved vehicles that were left unlocked or vehicles that were locked but had valuables in plain view causing forced entry to the vehicle. There was only 1 report of Entering Auto where a window was shattered and nothing was taken from the vehicle. This occurred in an apartment complex.
Statistics would support that thieves are not going to force entry into a vehicle for an unknown reward.
Unofficial crime analysis of Burglary reports for August suggests that 26% of the reported 43 incidents were a result of garage doors being left open and property was stolen from the garage or the unlocked vehicle parked inside.
We have been talking with management of our local fitness centers concerning the problems with Entering Autos in their parking lots and our crime prevention suggestions. Management is aware of the problem and is cooperating with us in improving their security.
Recent arrests in Precinct Four-

09/03/08 22:30 hrs- 4865 Alabama Rd (NTB Tires)- Officer M Hubauer and Officer E Barnett responded to a suspicious person call in the area of the NTB Tire store. Upon arrival they observed a blue vehicle parked near the store. Behind the store they observed a white male in a dark unlit area where used tires are stored. The suspect was dressed in black and wearing gloves. When confronted, the suspect was unable to offer a reasonable explanation for his presence. Suspect was arrested and charged with Loitering and Prowling.
09/10/08 00:29 hours- 2433 Jamerson Rd (Davis Elementary School)- Officer M Nelson responded to a suspicious person call at Davis Elementary School. Upon her arrival she found two adult male subjects walking around the school. When confronted, neither subject could provide a reason for being at the school, neither subject lived in the area nor could they provide any proof of affiliation with the school. Both suspects were arrested and charged with Loitering and Prowling.

09/03/08 / 21:30 hours / Camata Way- On 09/03/08 our agency assisted the Southern Polytechnic State University Police in the execution of a search warrant at an address located within our jurisdiction. The search resulted in the recovery of a stolen HP laptop computer (valued at $3,000) and a Cannon digital camera (valued at $300). On 09/08/08, investigators with SPSU notified our Criminal Investigations Unit (CIU) regarding their ability to identify the suspect and asked for our assistance in obtaining the arrest warrant on their behalf. A subsequent warrant was obtained by Detective B Clere via the Cobb County Magistrate’s Office. To date, the investigation had led to the arrest of one adult male for the offense of theft by receiving.

09/02/08 20:12 hrs- 1049 Powers Ferry Rd (Signature Place Apts)- Officer M DeVane was on routine patrol when he observed a group of young adults congregated near the leasing office sign. When the subjects observed Officer DeVane's vehicle they began to disperse in all directions. Due to the officer's knowledge of drug activity in the area, he stepped out of his vehicle and requested that they all stop and return to his vehicle. One subject refused to stop after being commanded by Officer DeVane to halt. The subject then began to run away from Officer DeVane. Officer DeVane gave chase eventually locating the subject hiding in some bushes. The subject was placed under arrest by Officer DeVane at which time suspected illegal drugs were found on his person. The subject was arrested and charged with Obstruction of an Officer- Fleeing, and Violation of the Georgia Controlled Substance Act.
